Is a solid amber TPMS light a Pass (advisory) or a fail?

Could be either! Depends on how old the car is too. You could have had a low tyre pressure, corrected it but not reset the warning light. I suppose if you told that to the tester and had no obviously flat tyres, they would have to accept that as they are not allowed to tamper with anything on the car.
