motorised valve

If i am getting very hot water from the cylinder when the programmer is only calling for the central heating to come on , is it likely to be the motorised valve thats faulty or could it be something else?
If it is the valve, can it be repaired easily or will it need replacing and are any special tools required to do this?

1. yes probably (could be cyl stat)
2. don't know because you omitted to tell us which make and type.
