If this is the Briggs powered machine I'm thinking of, the fuel tank is below the carb, and there is a red primer button on the side?
Take the spark plug out. If its wet, dry it thoroughly and crank the engine over a few times to clear any excess fuel. Then try starting without the air cleaner - especially if the machine has been tipped on its side. If the air cleaner is oily, then clean or renew it. Try a new plug, too.
If the plug is very dry, replace the gasket between the carb and the tank - this is especially important as it is this that pumps the fuel up from the tank.
