Mounting a clothing rail

We've just bought a clothing rail to replace a wardrobe in a small room. The thing has come with no fittings to mount it on the wall. Decided to go for shield anchors and after some trial and error found the right sizing and went for some M6 70mm Rawl anchors from screw fix. Whilst in there i asked about the best way to go about it and the guy asked about the state of our brick work and suggested using resin. He said to drop the resin in the hole slip the anchors in and leave it to cure for 24hrs and then remove and fit the rail! So last night i drilled the 12mm hole then wasn't sure whether I put the sleeve in with the bolt in or just the sleeve by itself. After running it through in my head decided to keep the bolt in place going along the basis that the bolt wouldn't slide down the hole properly if theres a sleeve anchor at the end AND that anchor wouldn't activate if it was sat in the resin by itself......

The bolts now stuck in the wall! The heads have sheared off as I've tried to remove them with a spanner and the washers are also attached.....

So 1 how do i now fix this (i.e. remove the old anchors and the remnants of the bolt) and 2 whats the best option for fitting the clothes rail. its just over 100cm long and weighs about 5-7kg and will need to be ok up to around 80kg i think? its going into hard plaster and soft brick.
