Mower cable replacement & set up from scratch

So a few weeks ago I fitted a SP474 engine & bars etc to a larger deck as my deck had seen better days.
Well after a few days of using it yesterday the throttle cable snapped. Haven’t a clue as to how as the cable is the solid type as opposed to a multi stand wire cable. So I have now ordered a universal cable & throttle lever of which is 60 inches long. It’s longer that required but I can cut it down to size.

So some questions.
Once fitted into its throttle handle do I just route it to the carb & cut the excess exterior cable ?

Then this is where I’m lost but tried to find a video where the arm on the carb is set up in relation to position of throttle lever on the handle etc but only found how to take cable off & put cable on which didn’t explain what I’m looking for.
I’m looking to do this from scratch so not sure where throttle lever is supposed to be in relation to Carb arm etc etc.
I like this mower to have slightly higher rpm than normal but my issue is not setting it up correctly then cutting inner cable to
Find out I didn’t do it right.

I think we’ll need a pic of the carburettor lever arrangement, showing it’s complete range of travel.
Tip: if you intend to cut either the outer cable sheath or the inner core, be aware they are high tensile and best cut with a slitting disc on an angle grinder or some large, quality side cutters.

Yep cutting it is fine.
Awaiting cable to arrive so will send photos once here.
Don’t suppose you have a video showing how to position arm & talk through what to do ?
 
Can’t help until we see the carb set up.

Try youtube, mick the mower man, hundreds of videos showing how to fit cables and adjust them.

Why not create a cable exactly to the same sizes as the original? Presumably you still have it?

So today the cable has arrived & ive taken some photots as requested.
The cable just reaches where it clamps down so thats its position.
I now need some infor please on where throttle lever should be in relation to where govenor arm should be befor i clamp it down.

Third picture in........
Move the plastic lever to the left or right until the carb butterfly nearest the engine is on full throttle.
Set the new hand control to the Hare position and connect the new inner cable to the plastic lever.
(This is totally guesswork, I think its a case of just trying things out).
Give yourself some slack at the outer cable grip end so you can move it to and fro.

You are correct, the outer carb butterfly is the choke, the inner the throttle.
This is where I'm becoming unstuck, because the lever you are operating by hand is linking around the choke flap, and has nothing to do with the throttle!
I'm wondering, is this a constant speed engine, with no throttle management other than that provided by the governor? They do exist.
Can you move the metal lever any further, to bring the choke into operation?
Are you able to start the engine as it stands?

Can you move the lever to position B - and move it further? Just to bring the choke butterfly into operation.
Nothing is happening that I can see.

Did you spot the spring was missing,need to get another but its so light that wont be an issue at present.
I will look to do what you said soon.

Mower is in conservatory at present
 
On every Briggs engine I have seen, the choke flap needs to close completely to allow a reliable cold start.
See the loop on the wire going from the throttle down to the governor......the loop is there for a reason, namely the end of a spring.
It's my guess that there is a spring missing from the choke linkage mess to that loop.....something has to connect to the throttle butterfly!
Pity I don't have any Briggs stuff in to refer to right now!

So I read what you wrote about clamping it up but you then asked if the lever could be moved more. So yes it can.

So do I then do as advised or because the lever moves more I need to do something different
