So as you have seen that the choke comes on after full throttle would I be correct to say & do the following.

Throttle Lever at Hare.
Move lever so choke flaps comes into play.
Clamp cable up.

Then when using the mower have the throttle lever right back to Hare thus choke now on.

Run until warm & then move throttle lever off Hare a touch so then choke is off but should then be running nice.

This is the best i can get it, What do you think, This is choke only.

When i operate throttle lever there is no movement on the part linked to throttle butterfly on top carb.
Is that because i havent installed the spring OR because engine isnt running as i see there is a linkage from it to governor arm from engine case.

Personally I don't think that's enough choke to get a reliable start in cold conditions......can't really see what's left to adjust though!
You'll have to reinstate the spring to get throttle operation.

I drilled another hole to move throttle lever down the handle a touch to give me more at carb end.

So you say not enough do i just need to move outer casing left or right or do i need to start again
 
I seem to move it as far left as i can but its knowing where the outer cable is supposed to be.
I then do up the screw & it seems to go to position in video
 
Lever all the way to the left & this is how far the choke butterfly moves. This is its full travel / position.
