well the company might have included a fundamental design flaw like in my own opinion there is on my own Potterton Main Thames multipoint water heater (water governor).

If you've been using the PRV as a drain valve, chances are that it's leaking all the time!
It's supposed to be a safety valve only!

Otherwise, the boiler may be overheating due to no circulation, blowing its pressure out through the PRV and then shutting down ,firstly due to overheat then due to no pressure.

You'll need to sort out a leaking PRV first.

Then test if it works OK in HW mode. If so, you could have an airlock in the main flow and / or return pipes. Do these run straight down from the boiler? If so, with the pressure set to 1 Bar turn off the gas or switch off the pilot light, then switch the boiler into constant CH mode. The pump should start. Does it make whooshing, bubbling or ticking noises? If so, leave it running for a while to see if the air disperses into the rads. Then switch the gas back on / relight the pilot and see if the problem's gone away.
