I thought it had to be 5 kg
In places where the fixing means is intended to support a pendant luminaire. the fixing means shall be capable of carrying a mass of not less than 5 kg. If the mass of the luminaire is greater than 5 kg, the installer shall ensure that the fixing means is capable of supporting the mass of the pendant luminaire.
So 3 kg would not comply.

As to stock age, UKCA marked so after Brexit.

Lampholders used to be marked T1 or T2 but was usually inside and barely visible, it was quite common for one type .to burn out with the old !50W tungsten lamps.

The weight is also determined by the flex size, there's actually a Table in the regs for that.

It's also a useless fact that a pendant is one of few exceptions for using 2 core cable with no Earth
