New block garage

Hi all new to the forum I was looking for some info - tips. my question is I own a corrugated garage in a lane just up from my house and it's not in the best of shapes lots of holes all over .I would like to build a block garage inside this and leave all the sides up and replace the roof would I need planning for this if so.would there be any thing I can say to to the planning people that can go in my favour

Not sure if planning will say a block shed will not match with the surounding area just a thought?
I could take the old garage down
