There wouldn't be any problem if you fitted it, but if your brother fitted it and anyone found out he could be prosecuted. It is illegal to fit a gas boiler unless you are registered, but if you do your own you wouldn't get prosecuted, you just have to hope it doesn't go bang. If your brother did it, as he's a plumber he would be seen as working, because it's not for himself.
If you report him he gets a fine. (Power, heh!)
If you die because of incorrect installation, he goes to prison.
Dont want to exaggerate, but if he's never done anything with gas he won't know how to test for leaks or set the boiler up correctly etc.
The boiler gaurantee may be invalidated because he can't put his Corgi details on the forms. Ask him if he's got a corgi mate for that, who can check it out anyway.
Corgi would say that isn't good enough, but in the real world....
