new floor

Hello, new here and needing advise pretty quickly

Summary, our floor in the dining room is at the bottom of a 4 story house and is to all intents and purposes under ground on one side of the property and ground level on the front. (we live on the side of a mountain).

The Problem. Some one who was less than qualified in building skills and home maintanence decided to move the 'drains' (external ones) and to completely redo the whole house.....

Whilst making a total hash of it they have left the downstairs floor somewhat unfinished.... well totally unfinished.. oh the best bit... the external drain is in the dining room... we found this when we took up the loft floor boards that were placed directly on the untreated concrete....

So my question... how the heck are we going to get this floor level and treated enough for us to lay our parquet on it... The parquet has bitmen on from the previous house, so I would love to use bitumen too, because it is very hard to get off! lol
