New gutter holding water at rear?

Is it right for a new gutter to hold water at the rear? when we cleaned out the dirt from the gutter it was foul smelling.
How many screws should be in each new gutter bracket?

the opportunity for fall on most guttering is limited, so on very slow falling gutters, water does tend hang around before reaching the outlet.
the gutter will collect water better the closer it is to the eaves, as to prevent 'overshoot'. so by the time you have fallen it to the outlet, you only want to be 30-50mm away from the eaves tiles.
this can be stretching it a bit on a long run.

that said, at no time should the gutter ever fall away from the outlet.

we tend to fix gutter brackets with two screws to stop 'em swivelling, though one is adequate.
 
Thank you for that, I do feel it is falling to the rear and is quite a large amount of water.
 
I forgot to say it is a flat felt roof. I have just had it refelted, by a -reputable firm, on the garage end and the extension reboarded and refelted, and the old timber fascia boards covered in 7mm cellular PVC-EU coverboard and new gutters and down pipes.
The cover board hangs below the original board, you can see this where the roof extends over the Front door area. It has been altered once because it hung down by approximately one and half to two inches but it still shows. I can see some the bottom joins at the corners.
Was i wrong to expect the new Fascia to be a good fit with the old?

No i don't think so- the Felt skirts had been put onto the original boards first.
I do have photos but as this is my first day on the Forum, I have not worked out how to load them.
