New heating pipe underfloor - felt or foam?

(Ignore the gas pipe - it is being removed.)

The hot water pipes that go to the radiators and underfloor heating under the ground floor are insulated with felt. Is this sufficient or should I ask for the foam insulation?

And if I use foam, how to you insulate the bits where the clips are?

Felt sleeving is as much use as wearing a wet suit in the Arctic. A small piece of foam is cut out the back where the clips are.(y)
