New Radiator Problems

Evening all. My father in law and I fitted a new rad in the conservatory last week. We took feeds from the rad in the dining room. The radiator does not get hot. It just gets warm. I tried turning off all the other rads in the house apart from the new one and it got boiling. I gradually turned on the other rads and as I did this the new one gets cooler and cooler.

We have a Grundfos Selectric 15/60 pump in the airing cupboard and I have turned this to maximum but nothing improves. There is no air in the system as I have bled everything I can. Does this sound like the pump is knackered or on its way out?
