New roof lantern on existing kitchen extension - Advice needed

Newbie here.

I have been researching on Google and have seen lots of of conflicting advice on various website.
So I want to see if anyone was in similar situations or have any advice on what's the right answer.

I like the look of how a sky lantern can brighten up a kitchen, and thinking about installing a new sky lantern on the existing (1970s old) kitchen extension with a parapet roof (flat roof with no skylight/sky window). We don't want to do any big alterations to the extension other than adding a large french door and a sky lantern.

I know we will definitely need building control, but not sure if we need planning permission?
I'm a bit confused as some sites say if sky lantern is 15cm above existing roof plane needs planning permission (which any sky lantern would be?) and some sites says no planning needed...

Any advice would be appreciated

I dont think it needs planning permission

have a look at the permitted development rules and check the dimensions

how close to the boundary are you

@Harry Bloomfield - Light pipe is probably a bit too small compared to what I have in mind, my alternative would be a a normal flat skylight, but then there would be a added challenge of 0 fall on a flat roof (and might be the same challenge as the 15 cm rule as it needs to sit a bit higher than the roof)

@Notch7 - Thanks. Just to clarify, does permitted development rules means I can do what I want within the PD rules, as long as the final kitchen extension (old wall plus new changes) still fall within the rules? It's a semi detached, so the kitchen extension is right next to the boundary.
