New Skirting Boards and uneven riven Slate floor

I am about to lay a riven slate floor and thinking better to fit skirting first as if fit on top of slate because it’s not flat it will show gaps, where if lay first and leave a small gap and grout , what’s everyone’s opinion

Fit floor first , silicon gaps with colour matched silicon to hide gaps .
Is this a wet area ? Kitchen/ bathroom ?
If you fit skirting and grout you are left with annoying task of painting skirting down to floor without touching grout .

It’s in my kitchen/dining area for the dining Side is where skirting will be I was thinking at first to fit floor leaving a small gap between skirting and edge of floor then silicone . But now thinking not to fit skirting and make a decision once I get to that side of room, as I’m just laying down some of the tiles in kitchen area to give me an idea as its a modular design , but this is smallest width of visible floor space and already the edges are causing a problem as it almost fits flush to kickboard on one tile but then the next is a few millimetres over which makes it tricky so it’s going to be a work in progress, then go back to fit the left over off cuts to run under kick board with the mix of sizes and the 4mm space between. So think it’s likely to fit floor first as I can guarantee the corners of the room aren’t going to be straight, thanks
