New toilet

Right, so I've tried my hand at a living room and a bedroom. Now for something else. The toilet.

Existing toilet:
a 1400x655mm cloak room under the stairs. Contains a nasty peach coloured corner sink and even more nasty toilet. Vinle floor, painted walls.

There is an earthing cable coming out of the CU, run through conduit that barely sticks to the wall and the light and extractor fan are both pants.

Its dark, dindgy and smells. no matter how much I clean it. In addition, its a suspended floor with a floor mounted waste pipe. And the floor boards sag every time weight is put on the toilet.

The walls are dry wall with the exception of the back wall, which is the external wall to the house.

Proposal:

Grey floor tiles and wall tiles upto waist high, then a strip of border tiles followed by white tiles upto the ceiling.

A PIR enabled light would prevent excess waste of money by not letting people leave the light on.

Questions:

1. The floor is unstable, I've yet to find the cause, and I will fix it when I do. But as it is a wooden floor and I want to use tiles, would there be any harm in putting a sheet of 12mm marine grade plywood over the floor boards?

2. Both the sink we currently have, and the sink I'm going to put in dont have pedistals. Currently, the pipes are visible in the corner of the room. What complications would arise if re-run the pipes inside the drywall? (apart from getting through the sole plate of the wall).

3. (not strictly plumbing, but I dont want to double post) Are there any regs saying that I can't recess the earth wire into the plaster and tile over it?
