nicotine stained ceiling...........

hi all,
gotta paint a papered ceiling (fresco rainbow pattern) thats stained badly.........am i right in,
1. good sugar soap with sponge.....
2, 1x cheap oilbase u/coat....
its painted in silk by the way..........any advice would be great.........thanx........

If you do it the way your suggesting you will be fine. the oil paint can be a bit smelly but once dried and painted in emulsion it should be fine.
