Are these really badly hung christmas snow drop lights

Was there some sort of sign on the wall, but all the fixings were drilled a bit too deep.

Reminds me of an apprentice I worked with
For yellow rawlplugs and 25mm screws he used a 150mm sds bit all the way in and went right through the marble Listed staircase from underneath Ten Times.
cost thousands to repair it.

They were grey engineering bricks with holes drilled through the centres of the bricks.
(not in the courses) must have took ages, and in each one was a small 30mm deck light neon

How they wired them i dont know.
