In order to have hot water I have to overide the Honeywell Motorised Valve. The room stat fires up the boiler and pump but the Motorised valve dont move. If the cylinder stat reaches set temp then the motorised valve moves to mid position and the rads work if Room stat is set. Confused I am. In other words if I set the honywell to normal Auto position I cant heat the rads until the Hot Water has heated up.

You're contradicting yourself, it seems. I assume you're talking about a 3 port valve??
Resting position for the valve should be to the HW cylinder. It would only move to heat the CH, or HW + CH.
There's probably an A and a B on the casting of the valve - which one goes to the cylinder?
