no hot water upstairs

No 1 problem..........I ran a bath a few days ago and noticed blue ish scale flakes coming out, if i ran the water it continuously it slowly stopped spitting out flakes but if i turned it on and off it came out more..............No2 problem.........Now I have no hot water coming out of the taps upstairs and therefore no shower

, downstairs hot water fine ..........Had a new combi boiler fitted in the summer but no faults registering on it ........any help would be appreciated

Is the hot supply pipe rising to upstairs frozen.?????
