no HW without CH

Hello, recently moved into my first house and the Hot Water doesn't work without the Central Heating being on, its a glow worm micron boiler and a siemens RWB9 controller. thanks for any suggestions.

not since we've lived here, and the house and been done up so possibly never worked. what am i looking at in the airinig cupboard?
