Noisy Hot water tap

When I turn the bathroom sink hot water tap on there is a loud whining and banging noise. Sometimes the water also splutters.

The taps on the bathroom sink are Bristan 1901 taps.

The hot water on the bath doesn't have the same issue, so i'm assuming its an issue with the tap and not trapped air i the pipes, or an issue with boiler.

I took the tap apart to see if the washer was worn, but it looked fine. First time I put the washer back it was worse, second time a bit better.

The taps I've seen befor have had a nut to keep the washer on, these don't.

Has anyone any ideas?
