Noisy Water Pump..Help

Just moved into a new apt and this keeps us awake at night the pump makes alot of noise ..the pump is in the bathroom in the cupboard..it s like a hoover that lasts a few seconds and then it continues every minute or so.can i do anything about this?.i have uploaded a video of what it sounds like..

The should only run when the pressure in the silver vessel on top falls below a certain level, this will occur when a tap is used.

The most likely fault is a leak or dripping tap somewhere, which causes the pressure to drop all the time.
