Non concussive (self closing) tap.

Hi, i have been trying to solve a problem with above taps in a relatives pub toilets. Not sure how old or what make they are but when the spring loaded head is pressed down, the water starts flowing and the head returns but the water keeps flowing! Have stripped it down and think i understand how it operates. When out of tap, the plunger/spring returns fine but when assembled and water flowing, it seems to stick open. The assembly comprises of:
plastic top hat type 'bucket', inside this is a spring followed by a plunger with a seal and a tapered rubber seal that fits into a tapered seat in a brass body.This then fits into the spring loaded head.
Can anybody tell me if this is a common fault and what if anything other than new taps can be done to solve problem.
