Notifiable?

Bathroom company has installed LV Spots in bathroom along with shower pump supplied by an unsecure FSU placed underneath all connection for pipe work.
Owner has told customer they dont need any paperwork or certificates as its only a small job!

This is definatley Notifable work ! ! !

Am I right in saying that the FSU should be secured to wall away from pipework connections (It is under bath and only accessable with tool)?
Am I also right in Saying a RCD should have been installed? I know its LV spots, but the pullcord is mains voltage and in bathroom.

Any comments appeciated
