Occasionally hot bathroom radiator?

The bathroom radiator only comes on occasionally. It's an oil boiler with a cylinder water tank(downstairs) and a water storage tank in the loft. It all appears to run off a timer by the boiler. There is also a thermostat in the hall (set to 25deg). House is a bungalow, built in the 50's.
Please advise how to get this rad. to operate with all the other rads.

No, but another rad. which is close to cylinder tank does get very hot.
