Whats the best, an oil fired combi or a normal boiler and tank set up?

I need to heat 9 rads, and about 40,000btu would probally be enough.

There is no "best".

Combis suit some people, I think they're expensive liabilities.

You haven't said anything except you want 9 radiators. Not much of a spec.
