Only when there's no alternative i.e there's no sump plug!
You don't get all the oil out, and sometimes it's nigh on impossible to get the suction pipe down the dipstick tube anyway.
I use mine to get down into the filter bases and oil coolers though so there's definitely a place for a pump. It's also good for removing diesel from filter bowls.

Yes there seems to be a 50/50 split as to whether either method gets all the oil out.

But my thinking is, if a pump does a half decent job then I am more likely to actually bother to change the oil regularly.
 
Sure, fair comment - I guess it could be worth measuring what quantity you manage to extract, so long as you know approx how much is in.
A filter change is just as important, of course, and there's no way I'd gamble with a 'weak' engine like the Peugeot 1600 hdi!
Is your vehicle particularly awkward to get to?

No everything is accessible. I just struggle with the motivation.
 
The Pela extractors seem to come highly regarded, i personally have not tried one but some people swear by them. Would be worth using it and then taking the sump plug out just to see how much it does get out the first time, it cant be any worse than doing an oil change and leaving a bit in the oil filter base etc.
I would guess the oil needs to be quite warm for them to work effectively.
