Oil tank tap....which way is open?

Can anyone tell me which way is open for the tap shown in the photo on top of the oil tank? I'm guessing the tap is open in the picture but I'm not sure.... The alternative is the tap lifts to point vertically.

Normally these are in the open position when the leaver is vertical. Ie, the one in the picture is closed.

Thanks for that - you're spot on. It's all working fine with the tap in the up position.
