Old Bell Intercom help

Hi,
New to the forum and I've searched to see if anyone's had he same problem but couldn't find a solution.

Moved into a flat and the intercom wiring has been cut.

Is there a way to reconcile the wiring from the handset to the wiring coming into the flat?

Here's what I've got...

Is the wiring cut in the flat ? Is this a single or multi way intercom system ?
Looks like you have a 4 core coming in , this system requires 5 core fully function it could work without the lock release with 4 cores

It's for 4 flats. I'm in flat 1 and I've tried to show that in the junction box photo.
