Old house with york flag stone floor

I have an old house with a slightly uneven yorkshire flag stone floor on the ground floor. I assume directly laid onto earth.

What's the best way/most cost effective way of preparing the floor for carpet?

Or the best solution to simply take up the flags, flog em and get a new concrete floor laid?

Worth looking into their salvage value...but dig out deep and re-do with insulation etc. while you`re at it.
