It looks a bit like a saw set. (for setting the kerf on hand saws.

its the transverse coupling for a flux capacitor

or an ear piercer

In the unlikely event of it being a doodahforawhatsit - its a saw set I think....but I've never seen one spring loaded which could indicate thats it is a leather punch. Just wondering why the anvil is slotted, as if it was to allow cut material out.

Could be used for putting centre pops at a consistent distance from the edge of sheet metal prior to riveting.
