One Cold Radiator + Pipes

Hi all, I have a strange problem, one of the lower ground floor radiators is completly cold and both pipes leading up the wall to the upper floor are also stone cold. Sounds like this isnt a thermostat but not sure what to do?? tried bleeding it, but no trapped air ...
Any ideas?

If it has a trv, remove the head and check the pin isn't stuck.
 
Is this a Termo stat removeable valve? translated :)
there is one on the left side, ill have to drain the sys and take the rad off though? is it? or can it be done another way?

The thermostat on the end of the radiator, just takre the actuator off and check the pin in the center of the valve moves down and up.

No need to drain the system to remove the head only.
