One cold radiator

I have just had a new rad fitted in bathroom which won't get even warm.
If i try to bleed it only cold water comes out. I am on a combi boiler . No TRV on rad .Can any one help

did they fitter ensure that they did not just tee into the flow or return for the new rad?

Sorry but I can't answer that one. If it's any help one pipe to the rad gets hot but heat stops at valve. Valve & lockshield both brand new & fitted with rad
