One rad not working, radiator bled, slight leak, stuck?

Its not trv just a regular valve which is only about 10 yrs old.

When i open the valve there is a slight leak from the assembly but no water flow in the radiator, the other radiators in the house are hot.
The radiotor is full of water.

Can the valve get stuck?
Is there an easy way to fix this or do i have to drain the system, change the valve and re fill the system with new inhibitor etc?
