One radiator is not working, please help...

Hi all,

We have 2 radiators upstairs, and 4 radiators downstairs, one of the radiators downstairs is not working!

I have checked Thermostatic Radiator Value (TRV) it is working, when I turned off all other radiators, this radiator started working, and it only works when all other radiators are off...!

Please let me know what shall I do?
