One Radiator Not Working

I have one of those shiny towel radiators in my bathroom that just does not seem to want to work, in total I have 9 radiators and the other 8 work fine.

Any ideas and thanks for any help!!

Are the valves open on the towel radiator, and have you bled all the air out of it. :?:
 
I forgot to mention I had a slight leak from the radiator (from the pipe on the opposite side to the thermostat) which I tightened and the leak stopped, when I tried to next use the radiator and found it wasn't working the first thing I did was loosen the nut I had tightened, this didn't work though, tried bleeding - this didn't work either
 
Are you getting water out of the bleed screw, if you are then the system may need balancing

That sounds expensive, what does balancing involve?

Basically it is closing down valves nearest the boiler creating resistance which forces the water to travel to the next rad and so on. The first rad will be nearly closed with the last on the circuit being opened the fullest.
Buy some rad thermometers and try to achieve a 12 deg drop between the flow and return pipes :D
