Ooops, someone forgot to get the electrics checked (Part P)

Here is the scenario

A shed outhouse conversion was done under a Building Notice. Electrics (a few sockets on a new ring, couple of lights and a new CU) were installed by a non-part p person. The person was qualified in electrics by experience of considerable years, but not Part P competant.

The idea was that the local council would test the work at the end. However, no visits were made (nor recommended by the BCO) to check the first fix cabling.

Can the guy who done the installation give a certificate under BS7671, and then the LA just do the tests for Part P?

Obviously, the owners don't want to have to take off the new plasterboards just to prove that the first fix was done properly :rolleyes:

Or any suggestions?

Yes, one argument is that the BCO should have notified their responsibility to come and check the installation at various stages. But I am not sure it is worth the risk of arguing this, as at the end of the day, the BCO could ask for the cables to be exposed for checking.

There ia already a bit of an argument as the BCO says there is an extra charge for testing - despite him being reminded of the clause 1.26 and the Governments guidance note. Aparently "The Council" have approved the extra charging policy

I was just wondering about the last bit of 1.22 - "Building Control bodies may ask for evidence that installers are qualified"

Was inspecting the electrics in the original fee? If not then as you have not already paid the LABC fee for part P then this will still be due won't it? Sorry I am not entirely up to speed on the LABC charging side of things.

Seems reasonable, if he is a qualified spark then he should hopefully have some pieces of paper to back this up.

That's very common

Because the works have been notified the sparks can test the installation and complete a test certificate based on the samples provided within the PP approved document.

Once BC have received the certificate they will sign off the works without any further testing because it's been proved that reasonable provision............etc
