open vented system over pumping

On friday i am going out to a system that is over pumping for 2 years. The installer has fitted the waterpump after the fill and ex pipes, on the neg side of the system.
ALso a bypass valve fitted.

Let us know what you find and then we can pass comments, 'til then it's anybody's guess, anyway, I'm just off to suck an oil line out.
