The two slots that look like screw heads

Are in fact the ends on spindles on ball valves.

When the slots are in line with the pipes

It means "open"

Give each of them a quarter turn in either direction

So the slot lies across the pipe

Which means "closed"

Have you got a large screwdriver that is a perfect fit?

If necessary you can turn off the stopcock to then entire house, and drain the cold-water tank if there is one

And fit new valves

If it's a mains pressure fed, turn main stopcock off and replace the 22mm isolation valve whilst you're at it.
