orange rubber paint????

Hi,

I am decorating my bathroom and have taken off old wallpaper, to find an orange rubber-type paint which can be peeled off and some has blistered when steaming off the paper, is this a waterproofing thing? I am having to take it all off as i want to paint the walls and the orange paint is very uneven, should i be repainting with a waterproofing paint first, then an emulsion? my bathroom has no window and does get quite damp.
Any help would be great.

-not what your asking but some free advice: fit an extractor, or upgrade the one you have (maybe a vent in an opposite wall). I will leave now as not to derail your thread, start another one if you want to talk about the extractor thing further.
