outdoor tap

My outdoor tap suddenly stopped working. I was using it and then noticed that no water was coming out. There is one of those isolating valves inside the house but when I tried to turn it, nothing happened. Any ideas?

the valves turned off and buggerd so you can't turn it back on?

is it a tap with a non return valve built in? if so this could have got stuck.
