I tried to use an Amazon "ommo" laser level today but the sun is out and it is impossible to see the green line. I think this is because the lasers must be below a certain power and even if I buy a more expensive Bosch or Dewalt it will have the same issue. Am I right or should I take the plunge?

NO laser is visible outdoors in bright daylight (I currently have three including a Leica site laser - all require a remote sensor). You need a laser with a pulse feature and a matching remote sensor to work outdoors. On Amazon look at Huepar

Try that in summer or on a medium bright day, even in the Rainy City. It only helps to a limited extent.
