Outside pipe to oil burner

The oil supply to my central heating boiler enters the kitchen from a pipe outside. The pipe travels underground to the tank some 4 meters away. I would be grateful for info on the following questions:

1. Does this pipe (image) need insulating from freezing?
2. What is the purpose of the round control box (image)?
3. What is the purpose of the small moving thing at its base?
4. What is the purpose on the tiny stiff wire from this control box which runs through the wall like the pipe?

No insulation needed unless it gets really cold then the fuel can go waxy.
the round thing is a fire valve the button is for resetting. the wire is a capillary tube for wax to expand in the event of a fire. Bob

Any ideas as to what temperature that might be?
