Is it advisable to put silicone around the brass collar at the top when you push it back?
Certainly not a bad idea.
Yep +1, no reason not to seal up the hole, I do it all the way around just make sure it's dust free.

I use a silicone adhesive as it's something I usually carry and it has better grab than normal silicone, rubber gloves on, some on my finger and then smear some around the hole where the plate will sit to ensure it has 'taken' to the wall surface otherwise it may not grab properly, then a ring around the back of the back plate and push home and screw up.
