Outside tap not working

Am I missing something? Inside: stopcock-type tap then straight pipe to outside tap. I took the top part off the tap and still no water. Could there be anything in between the stopcock and the tap? It used to work. The house <2years old. See pic

Some outside taps have non return valves in the inlet and outlet to meet water regulations. These can be damaged by the freezing temperatures which we saw during the winter. Unscrew the whole tap from the backplate and see if you get water. If you do, replace tap.
If you have the space, its better to have a double check valve internally and a standard tap outside. If there is no DC valve inside, use a tap with check valves.
But first........check that the stopcock is open.
