Outside tap pipe extension feasible?

My friend's new build house does not have an outside tap in her rear garden.

She now has an outside tap at the front of the house below her kitchen (photo taken before the installation) window.

Rather than the rigmarole of navigating a long garden hose along the side of the house, between the cars and over the wall (she won't run it through the house) I'm wondering if it's feasible to run a permanent black plastic pipe along the walls that is connected to this tap, bore a hole through the rear garden wall and fit another tap?

If possible, what type of black pipe do I use and can (should) I use solvent weld instead of push fittings? I think a valve outlet is needed near the front garden to drain the water when winter approaches.

This is also putting aside any restrictions the property developers may have in place to prevent such installations!

No unfortunately, the room at the back is her living room. There is a downstairs toilet between the kitchen and the living room.
 
Doesnt have to be downstairs any room with cold water and you could cut in to the pipe. The downstairs toilet sounds a bit nearer so far.

Is there a cylinder in the upstairs hall wall? Is the bathroom facing the rear garden?

Unfortunately the bathroom is in the middle of the house with the exterior wall you see in the photo.
 
Ok, up from the bathroom into the loft, across the loft and down the exterior wall.

Thanks, what pipe is used (outside) for this? I thought black waste pipe would do but the smallest is 32mm and then it has to be fitted to a garden tap which all seem to be compression fitment.

That would be ideal but she can't afford it, so it's either DIY or not at all, hence using this forum.
I know I could do it once I know which stuff to use, obviously not a pro but I moved some of the rads in my house among other stuff without issue.
