Oval shaped condensation, damaged glass?

Hello, We have just had new windows installed and I noticed this oval shaped condensation this morning as it's about 1 degrees outside. The condensation is on the outside of the window. Is this normal or is it a sign of damaged glass? The other newly fitted windows do not have this.

If on the outside of glass it's nothing to worry about.
Inside glass it's a faulty unit.

It's a phenomenon that's become quite common now with the new regs, it shows that your internal heat you've paid for is not escaping through the glass AND the spacer bar and heating the outer pane, the outer pane remains cold and early mornings depending on the dew point the moisture in the air condensates on a cold surface, in this case the glass
