Overflowing unvented hot water tank- Santon Premier TP150B

My hot water tank is overflowing water from a pipe at the top of the tank and running through the pipe and out of my property at the rear. There is a constant hissing noise from a small tank connected to the water tank (it looks like a pressure vessel???) even when the system is not active. Anyone got any idea's please??

switch it off, if its heated by a boiler switch off the boiler, if its heated by electric switch off the immersion heaters and dont use it/switch it on until its been looked at by someone qualified.
